George Lipscomb

Mr. Lipscomb’s expertise is in the areas of QA for software, cyber security, and digital systems, where he serves as a member of the ASME Subcommittee on Software Quality Assurance and has participated in IEEE, EPRI, and NEI software-specific working groups. His previous positions include nuclear instrumentation and control (I&C) supply chain leader for GE-Hitachi, and both a QA and technical project manager for the U.S. Navy.
Sustainable Results
Mr. Lipscomb had primary responsibility for QA portions of Detroit Edison Fermi 3 new-reactor application. In this capacity, he served as the NRC expert QA witness at the Fermi 2013 ASLBP adjudicative and 2015 NRC Commission hearings, and was responsible for the creation, management and defense of QA portion of NRC Staff Final Safety Evaluation Report (FSER). Further, as the technical lead for Draft Regulatory Guide 1305 and proposed final Regulatory Guide 1.231, Mr. Lipscomb facilitated NRC acceptance of the first industry guidance for acceptance of commercial-grade design and analysis computer programs.
Mr. Lipscomb has received many awards for performance in the areas of supply chain and QA management, and is a seasoned nuclear software QA presenter. Additionally, he has created software for the Lawrence Livermore National Laboratory, and is an IEEE-published author.
